BDEA - FINANCE COMMITTEE
ROLE OF COMMITTEE
The purpose of the Finance Committee (Committee) is to provide leadership, information, and recommendations to the School Board of Directors (Board) and/or the Superintendent regarding the District’s financial issues, systems, and procedures.
The Finance Committee is responsible for clarifying financial issues, researching information, and developing recommendations on fiscal matters for action that the entire Board will subsequently consider.
MEMBERSHIP
Membership of the Finance Committee is outlined in Policy BDE.
RESPONSIBILITIES

To review accounts payable and sign warrants at least monthly.

To review the District’s financial statements with the auditor annually.

To conduct budget analysis and cost studies as requested by the Board and/or Superintendent or as required by policy.

To assist the Superintendent or their designee in the annual budget process with recommendations for the budget schedule, preparations, and design and content of the budget documents.

To review, report, and make recommendations on any or all of the District’s fiscal practices and policies as requested by the Board or Superintendent.
MEETINGS

The Committee shall meet at least once per month during the school year.

Regular monthly meetings shall be scheduled one month in advance and notice of meetings posted as specifically required by policy.

Special meetings may be convened by the Committee Chair, or at the request of the Chair of the Board, upon 24 hours notice to the Committee.

All meetings are open to the public, unless convened in an Executive Session.

The presence of three Board members of a standing committee shall constitute a quorum for voting purposes. Board members of the standing committee vote on agenda items.

In the event that the Chair of a standing committee is unavailable for a scheduled committee meeting, the members of the standing committee will elect one of the members in attendance to act as Chair for the duration of the meeting.

Recommendations may be in the form of a proposed motion and/or a report.

A standing committee may also forward a matter under discussion to the full Board with no recommendation.

Standing committee reports will be included as an agenda item for all regular Board meetings.

Any item referred to a standing committee by the Board shall be reported on at the next regular Board meeting whenever practicable.

The standing committee’s report to the Board should indicate work completed or progress made to date. The report may include the recommendation for continued standing committee study.

The Committee Chair or designee shall provide a written report to the Board at regular Board meetings.

RSU 21 encourages the regular participation of community members. The expertise and input from our community are vital to the decision making process of the Board and its Standing and Advisory Committees.
