JJ - R - STIPEND COMMITTEE EVALUATION OF NEW PROGRAMS 

The Stipend Committee will base its initial review and approval of new athletic and co-curricular programs in part on the following set of considerations. The results of this analysis will help to inform potential refinements to the proposed programs and their educational and fiscal suitability, soundness, and sustainability for RSU 21. 

  1. Program Approval
    In accordance with this policy, the Stipend Committee described in the KAKEA Collective Bargaining Agreement shall steward the completion of the following steps aimed at providing adequate information for the Board to make fiscally and educationally sound and sustainable decisions on new programs. Activities related to the proposed program may not begin until the Board has granted authorization. Program approval shall include: 
  1. Initial information about the program provided by the applicant and reviewed by the Stipend Committee; 
  2. Position Description developed by Human Resources with the assistance of the building administrator; 
  3. Position stipend amount developed by Human Resources; 
  4. Stipend Committee Review; and 
    1. A phase I screening by the Stipend Committee 
    2. A phase II review of applications that are advanced through the phase I screening by the Finance Director for availability of funds. 
  5. Board review and authorization. 

A. Initial information about the program is provided by the applicant - The applicant must complete the new program/ position questionnaire in collaboration with the building administrator and return it to the Director of Human Resources. Incomplete questionnaires and proposals not supported by the building administrator will be returned to the applicant.
 

B. Position Description developed by Human Resources - Based on results generated from the position questionnaire, Human Resources in consultation with the building administrator shall prepare a draft position description that includes the following information: applicant name, submission date, program name, program purpose, position title, stipend category (i.e., athletic, academic, or co-curricular), supervisor, associated costs, student population served, meeting cadence (i.e., meeting period, time, frequency), essential responsibilities, qualification requirements, certifications and/or endorsements, and core competencies.

C. Position Stipend developed by Human Resources - Based on the content of the position description, Human Resources shall apply the approved multi-factor evaluation rubric to determine the appropriate dollar value (stipend) to be assigned the proposed position.
 

D. Program and Position Stipend Committee - The proposed position description, including evaluation results and stipend amount, shall be reviewed and approved through the following two phase process: 

a. A Phase I Review of Applications - All applications are reviewed by the Finance Director and Superintendent. Applications recommended by the Finance Director and Superintendent are advanced to Phase II Screening. 

b. A Phase II Review - The Stipend Committee conducts a review of the proposed program and position to determine whether or not to advance the proposal to the Board of Directors. The Stipend Committee shall utilize the Phase II Review Rubric below to help gather an understanding of the position and establish a rationale for its recommendation to the Board of School Directors.
 

E. Board Review and Authorization - Following presentation to the Board of the Stipend Committee’s recommendation, the Board of School Directors shall vote on the authorization of the proposed program and position.
